COUNCIL MEETING

COUNCIL CHAMBERS

March 17, 2014

The meeting of the City Council, City of Clayton, Alabama, was held in the Council Chambers on Monday, March 17, 2014. Present were Mayor Rebecca Beasley,  Councilwoman Sherry Seals, Councilman Alex Moses, Councilman Charles Beasley, Councilman Charles Weston, City Clerk Lisa Beasley, and  Officer Jerome Warren.

INVOCATION:  Mayor Beasley led all in the Pledge of Allegiance followed by the Lord’s Prayer.

VISITORS:  Visitors present were Belle Warr, Leslie Green, Laney Gulledge, Carol Wade, Leroy Rumph, David Moses, Cynthia Moses, Tommy Moses, Miss P. Glenn

 APPROVE MINUTES: A motion was made by Councilman Weston to approve the minutes with any necessary corrections.  A second was given by Councilman Moses.  The motion passed unanimously.

DEPARTMENT HEAD REPORTS:

CITY CLERK: 

Clerk Beasley told the Council that the contract with Crown Health had not been completed with the revisions. She stated that Fire chief Gulledge would be at the next meeting with revisions.  Clerk Beasley presented a quote on a new bush hog and a quote on fixing the old one.  She told the Council that a claim has been filed on insurance.

After discussion, a motion was made to by Councilman Beasley to purchase a new bush hog not to exceed $6500.00. A motion was made by Councilman Moses to amend the motion by Councilman Beasley to purchase a new bush hog not to exceed $6500.00 and to  use the insurance money if paid toward the new bush hog.  A second was given by Councilman Beasley.  The votes were as follows:   Councilman Beasley – yes, Councilman Moses-yes, Councilwoman Seals-yes, and Councilman Weston-yes.  The motion passed.

Clerk Beasley told the Council that the road by Eva’s was repaired by the County and that they would give us a price on repairing Keen. Street.

 

POLICE- No Report

 

FIRE & RESCUE- No report

 

SANITATION-   No report

 

TOWN ATTORNEY— Attorney Jackson stated that her findings dedicating a road for use as a

public road.  She told the Council that it needed to be passed by resolution accepting the land and recorded in the probate office.  She said it was not necessary to get landowners permission but she recommended it.

                                           

 COMMITTEE REPORTS

 

FINANCE – Clerk Beasley presented the bank balances and check registers to the council.

PERSONNEL –No Report

 

PUBLIC BUILDINGS, STREETS, UTILITIES & VEHICLES – No Report

 

PARK AND RECREATION – No Report

 

ABANDONED PROPERTY-No report

 

MAYOR’S REPORT:

Mayor Beasley reported that the China Symposium would be held in Dothan on March 27 and 28th.  After discussion, a motion was made by Councilman Moses and seconded by Councilman Beasley  for the Mayor and the Clerk to attend the Symposium.  The motion passed unanimously.

COUNCIL MEMBERS ITEMS:

PAY REGISTER: 

A motion was made by Councilman Beasley to have all the bills in on the first of the month. No second was given.  A motion was made by Councilman Weston to pay bill presented.  A second was given by Councilman Moses.  The votes were as follows:  Councilman Beasley-no, Councilwoman Seals- no, Councilman Moses-yes, Councilman Weston-yes and Mayor Beasley-yes.

ADJOURN: Councilwoman Seals  made a motion to adjourn.

  2. My daughter Gabreille ran the 1 miles city course for the City Walk/ 1Mile Race on11/18/13. She said it was a good course for a race.
    We hope to see all walkers and 1mile racers at the Clayton City Hall Saturday Nov 23, 2013 at 11am
